FCC - Updating References to Standards Related to the Commission’s Equipment Authorization Program.


The equipment authorization program is one of the principal ways to ensure that radio frequency devices, such as cell phones and Wi-Fi devices, operate without causing interference to other equipment and comply with the Commission’s rules.

The Commission’s rules provide two approval procedures for RF devices subject to equipment authorization—Certification and Supplier’s Declaration of Conformity (SDoC).

While both processes involve laboratory testing to demonstrate compliance with the requirements, certification by an FCC-recognized accredited testing laboratory must be performed.

Equipment testing is essential to the equipment authorization program to ensure the RF device complies with the FCC rules.

Sections 2.910 and 2.948 of the rules adopted herein incorporate by reference the following standard: ANSI C63.25.1-2018 American National Standard Validation Methods for Radiated Emission Test Sites; 1 GHz to 18 GHz.


Sections 15.31 and 15.38 of the rules adopted herein incorporate by reference the following standard: NSI C63.10-2020 American National Standard of Procedures for Compliance Testing of Unlicensed Wireless Devices.

ISO/IEC 17025:2017(E) The ISO/IEC 17025:2017(E) standard is an update to the current standard incorporated by reference replacing some requirements with performance-based for test laboratory accreditation.


Sections 2.910 and 2.948 of the rules adopted herein incorporate by reference the following standard: ANSI C63.4a-2017 American National Standard for Methods of Measurement of Radio-Noise Emissions from Low-Voltage Electrical and Electronic Equipment in the Range of 9 kHz to 40 GHz.
